Production Planning and Manufacturing Coordination in the United States: Evidence from 103 Current Vacancies

Abstract
This report examines what current U.S. employers ask production planners, production schedulers, materials planners, manufacturing planners and production-control coordinators to do. It synthesizes a structured purposive sample of 103 unique current vacancies. Twenty-six vacancies supplied opened descriptions suitable for detailed coding, while 77 supplied card-level evidence suitable for title, employer, location, currentness and sampling coverage. The sample is not statistically representative, and an unstated field is treated as unknown rather than absent.
The descriptions show a role centered on converting authorized demand into an executable schedule and sustaining that schedule as capacity, materials, work-in-process and priorities change. Among the 26 deep-read descriptions, materials, MRP, inventory or bill-of-material concerns appeared in 25; schedules or master production scheduling in 19; constraint, shortage or risk management in 18; cross-functional handovers in 18; production performance in 16; capacity in 15; and production flow, work-in-process, sequence or throughput in 15. Only four descriptions explicitly exposed demand translation, and four explicitly expressed finite pace, rate or throughput assumptions. These low counts indicate limited explicit evidence, not employer indifference, because vacancy language often starts after demand has already been authorized and may leave operating logic implicit.
Official context places the role family within a large, established occupational domain. The U.S. Bureau of Labor Statistics reported 392,100 production, planning and expediting clerk jobs in 2025, a May 2025 median annual wage of $59,650, and 32,600 projected openings per year over 2025–2035 despite a projected one-percent employment decline. O*NET’s 2026 profile recognizes titles such as Production Planner, Production Scheduler, Materials Planner, Material Requirements Planner and Production Controller. Together, the vacancy and official evidence support role preparation focused on planning judgment, data discipline, cross-functional coordination and evidence-based escalation—within delegated authority, not plant-wide decision rights.
Research question and scope
The primary question was: what duties, outputs, hard skills, observable soft skills, tools, qualifications, operating cadences, interfaces and authority boundaries define current U.S. production-planning and manufacturing-coordination work?
The inquiry covers the role family Production Planner, Production Planning Coordinator, Manufacturing Planner, Production Scheduler, Materials Planner and Production Control Coordinator, including close title variants such as master production scheduler and production-control planner. It is limited to U.S. vacancies that were current or carried a currentness signal at retrieval. The corpus spans all four U.S. Census-style regions used in this study—South, West, Midwest and Northeast—and a purposive range of manufacturing settings. The analytic subsector labels are deliberately granular; they improve variation rather than estimate subsector shares.
This is role research. It does not prescribe modules, lessons, assessments, a capstone, platform configuration or marketing content. It also does not qualify a learner to operate or maintain production equipment. Where conveyor-linked manufacturing appears, the relevant scope is planning and coordination: pace, accumulation, transfer dependencies, starvation, blocking, buffers and schedule risk. Conveyor operation, guarding, maintenance, jam clearing and lockout/tagout are excluded.
Methods
Corpus construction
Vacancies were located on lawful public pages through two targeted result sets and retained when title and available evidence aligned with the role family. Each accepted record preserves a source URL, employer or publisher, role title, location, retrieval date, currentness signal, minimal supporting excerpt and coded fields. Records were deduplicated by employer, title, location and source identity. The final corpus contains 103 unique accepted vacancies: 45 sourced through LinkedIn result pages, 33 through CareerBuilder, 15 through ZipRecruiter and 10 through Glassdoor.
The search used structured purposive sampling. It intentionally sought variation across titles, regions and manufacturing contexts instead of drawing a probability sample. The 103 records distribute across the South (38), West (25), Midwest (23) and Northeast (17). Search strata were production scheduler (18), materials planner (17), master production scheduler (16), manufacturing planner (15), production planner (15), production-control planner (14) and production-planning coordinator (8). These distributions describe the assembled corpus, not the U.S. vacancy market.
Two evidence depths
Evidence depth matters. Twenty-six vacancies were opened and supplied enough description text for detailed coding. The other 77 were retained at card level. Card-level records support claims that a title, employer, location and currentness signal were observed; they do not support detailed conclusions about duties, tools, qualifications, cadence or authority. Detailed prevalence therefore uses n=26, never N=103. The denominator accompanies each count.
Codes were applied to explicit text for duties, outputs, methods, observable behavior, tools and systems, education and experience, required or preferred status, level, cadence, interfaces, decision authority and escalation. Closely related phrases were normalized into analytical themes. For example, shortage identification, bottleneck reporting and production-risk mitigation were grouped under constraints; work-in-process, routing sequence and throughput dependencies were grouped under flow. Missing information was coded as unstated. It was not converted to zero, “not required,” or “not used.”
Context and rights controls
Accepted official and demand-rights artifacts supplied context from BLS, O*NET, OSHA and public portfolio sources. Official numbers are used only for occupational scale, outlook, pay and entry context. They are not used to inflate vacancy prevalence, infer course demand or claim employer recognition. Employer examples outside the corpus and global learning-market signals are triangulation only; they were not added to the 103-vacancy denominator.
The synthesis paraphrases rather than reproduces vacancy descriptions. BLS public-domain material is attributed. O*NET is attributed under its applicable CC BY 4.0 terms and exceptions. Proprietary vacancy text, certification frameworks, standards and software documentation remain evidence to cite, not content to copy.
Findings
1. Role identity and level
The role family is broader than any single title but coherent in operating purpose. O*NET’s recognized alternate titles overlap the search strata and reinforce that production planners, schedulers, materials planners and production controllers are adjacent manifestations of the same coordination problem. In the 103-record corpus, level was unspecified in 67 titles, senior or advanced in 22, entry or associate in 11, intermediate in two and supervisory in one. Title wording therefore provides only a coarse level signal. Detailed expectations should be read from description evidence rather than inferred from “planner” alone.
The common purpose is an executable manufacturing plan: desired completions checked against materials, routing, capacity, lead time, work-in-process, production rate and decision ownership. Employers divide the work differently, but the shared identity connects demand, system records, plans and execution facts.
2. Demand translation
Four of 26 deep-read descriptions explicitly connected forecasts, orders or demand with executable production plans. Examples included translating forecasts and orders into weekly or daily schedules and creating material plans from schedules and demand. This is a small explicit count and should be interpreted cautiously. Many descriptions begin with a supplied production target or master schedule, leaving upstream demand ownership outside the advertised role. The evidence supports a boundary: the planner translates approved demand and priorities into planning objects; the planner does not independently create commercial demand or promise new customer dates.
Good demand translation preserves assumptions: orders versus forecasts, priority, horizon, changes and mismatches between requested and feasible dates. The output is not a sales forecast but a traceable handover showing what was accepted, constrained or referred for decision.
3. Schedules and planning horizons
Schedules or master production scheduling appeared in 19 of 26 descriptions, the strongest planning-process signal after materials. Employers referred to master schedules, weekly and daily plans, work-center schedules, line sequences, rolling horizons and work-order timing. The evidence also showed different time fences: one description used a six-to-eight-week horizon; another distinguished a two-week soft horizon from a 48-hour hard window; another managed zero-to-twelve weeks; and another planned daily and weekly activity across zero to three months.
These variations imply layered schedule work: a master or rolling plan connects medium-horizon volume and dates; a detailed schedule assigns work to production resources; and a frozen or firm window stabilizes execution. When facts change, the planner revises within delegated rules or presents options. Schedule ownership does not mean authority to change every commitment.
Explicit work-order release or firming appeared in three descriptions. That evidence supports preparing, validating, releasing or firming orders only where an employer delegates that control. It does not justify treating order release as universal authority across the role family.
4. Materials, MRP and inventory
Materials, material-requirements planning, inventory or bills of material appeared in 25 of 26 deep-read descriptions. This is the corpus’s most pervasive detailed theme. Employers asked planners to align component availability with schedules, review MRP outputs, maintain planning parameters, check bills of material or job requirements, monitor inventories and work-in-process, expedite shortages and balance availability against excess stock.
The role is not purchasing by another name. Material work converts time-phased requirements into visible feasibility and exception ownership. It may include validating dates and quantities, checking on-hand and open supply, identifying long-lead exposure, and coordinating buyers, warehouses or production. Supplier and commercial authority remain elsewhere unless delegated.
MRP evidence makes data quality operational: inaccurate bills, lead times, inventory, yields or order status can produce false recommendations. The planner must distinguish a trustworthy system signal from master-data or transaction issues requiring correction or escalation.
5. Capacity and pace
Capacity appeared in 15 of 26 descriptions. Employers expected comparisons between planned load and available labor, equipment or work-center capability; use of lead time and finite-capacity assumptions; and scenario analysis when demand exceeded feasible supply. One description explicitly contrasted finite capacity with theoretical capacity. Others linked schedules with throughput-rate settings, production-rate goals or manufacturing constraints.
Only four descriptions explicitly mentioned pace, rate, throughput settings or finite assumptions. This is enough to establish the concept as role-relevant, but not to claim universal use of takt time or a single industrial-engineering method. The defensible preparation target is practical pace reasoning: convert an approved volume and available time into a planning rate where the data permit; compare that rate with demonstrated capacity; recognize changeover, downtime, yield and staffing assumptions; and avoid presenting a mathematically balanced schedule as operationally feasible without evidence.
Takt should therefore be treated as one demand-paced planning lens, not a universal shop-floor control formula. The planner may use rate, cycle, run-time or capacity data supplied by operations or engineering. Setting engineered standards, redesigning work, authorizing staffing or overriding safety controls is outside the default authority boundary.
6. Constraints, recovery and escalation
Constraint, shortage or production-risk evidence appeared in 18 of 26 descriptions. The recurring work was to detect a gap before it became an avoidable miss, determine its planning consequence, coordinate an owner and communicate a recovery path. Examples included bottlenecks, component shortages, backlog, downtime, lead-time exposure, work-in-process delays and insufficient finite capacity. Six descriptions explicitly required escalation. That smaller count does not imply the other employers prohibited escalation; it means only six descriptions stated it clearly enough to code.
A useful constraint record identifies the affected order or resource, size and first date of impact, dependencies, owner, options and decision deadline. The planner can resequence or recommend a revised plan within delegated rules; overtime, staffing, capital, supplier, customer, engineering, quality, inventory and safety decisions require the appropriate authority.
Recovery work must expose trade-offs and residual risk: resequencing can protect one order while starving another line, and an expedite can move a shortage rather than remove it.
7. Handovers and interfaces
Cross-functional handovers or interfaces appeared in 18 of 26 descriptions. The role connected production, purchasing or supply, warehouse and inventory, engineering, quality, customer-facing teams and leadership. The evidence included engineering liaison for operation sequences and work instructions, buyer and supplier coordination on shortages, daily production communication, and reporting of delivery or schedule risk.
The planner integrates information without managing every contributor. Effective handovers use common identifiers, dates, quantities, assumptions and ownership. Communication appeared in 13 of 26 descriptions and problem-solving in seven; observable forms include clarifying requirements, reconciling records, framing options, confirming ownership and escalating before a deadline.
8. Performance and plan control
Performance, schedule adherence or delivery evidence appeared in 16 of 26 descriptions. Employers wanted planners to compare plan with actual progress, maintain current status, report risk and support corrective action. Measures varied: schedule attainment or adherence, backlog, on-time completion, shortages, inventory exposure, work-in-process aging, throughput and delivery performance. The planner’s contribution is not merely producing a dashboard. It is linking a variance to a planning cause, consequence, owner and next decision.
Cadence was explicit: daily activity appeared in 13 of 26 descriptions, weekly in eight and monthly in two, with overlapping categories. Daily control addresses near-term exceptions and sequence; weekly control refreshes the plan and tests dependencies and capacity; monthly activity may align a longer horizon. Cadence should follow the planning decision.
Performance evidence also guards against schedule churn. Frozen windows, change reasons and adherence measures help separate necessary recovery from avoidable nervousness. The vacancies do not establish a universal KPI set or threshold.
9. Production-line flow and conveyor-linked coordination
Production flow, work-in-process, routing sequence or throughput appeared in 15 of 26 descriptions. This evidence supports planning at the level of how work moves through dependent operations: release timing, operation sequence, WIP location, bottleneck exposure, queue and buffer implications, and the risk that one step starves or blocks another. It also supports checking whether a line schedule is consistent with material presentation, transfer dependencies and realistic rates.
Where a process uses conveyors or other linked transfer systems, the planner’s scope remains coordination. The role may reason about accumulation, transfer dependence, starvation, blocking, available buffer, planned downtime and the schedule impact of a constrained segment. It may record an interruption reported by authorized operations or maintenance personnel and revise the plan within delegated authority. It does not operate, adjust, clear, guard or maintain the equipment, and this evidence does not support lockout/tagout training. OSHA’s control-of-hazardous-energy context reinforces that equipment intervention belongs to authorized safety-governed work, not to a planning role inferred from vacancy evidence.
10. Tools and systems
ERP appeared in 19 of 26 descriptions, including SAP in ten; Excel appeared in 11. Other descriptions referenced MRP, planning applications and employer-specific systems without enough consistent detail to establish a universal software stack. Tool counts reflect explicit mentions only. They do not mean the remaining descriptions were paper-based or that a named platform is required by all employers.
The transferable requirement is use of a governed planning environment to validate inputs, interpret exceptions, maintain authorized records, reconcile system and operating facts, and preserve an audit trail. Spreadsheets support checks and scenarios but should not become an untraceable parallel system. Vendor names do not authorize reproduction of proprietary interfaces or manuals.
11. Qualifications
Education or experience information was present in 20 of 26 descriptions, while required or preferred distinctions were expressible in 22. The mix varied by level and manufacturing context. Some roles accepted high-school-level entry plus experience or training; others sought degrees, several years of planning experience, sector familiarity or preferred credentials. BLS describes high school as typical entry education and moderate-term on-the-job training for the broader material-recording-clerk occupation, but that occupational summary must not be mistaken for the requirement of every planner vacancy.
The defensible conclusion is capability-based: candidates should demonstrate scheduling, material feasibility, capacity checks, exception management, controlled handovers, performance interpretation and escalation judgment. Academic and certification requirements remain employer-specific. Global learning signals do not prove U.S. employer recognition or substitute for vacancy evidence.
Official occupational and demand context
BLS reported 392,100 U.S. jobs in 2025 for production, planning and expediting clerks within the broader material-recording-clerk profile. It projected employment in that detailed occupation to decline one percent from 2025 to 2035, a reduction of about 5,000 jobs, while still projecting about 32,600 openings per year. The May 2025 median annual wage was $59,650. Openings can remain substantial during modest decline because replacement needs and occupational turnover differ from net employment change.
These figures establish scale and continuing relevance; they do not prove growth, shortage, geographic representativeness or credential demand. O*NET’s 2026 profile connects the title family with coordinating work and materials against schedules, monitoring progress and reporting production problems. Other accepted employer examples are triangulation only and are not counted in the corpus.
The demand interpretation is therefore measured: this is an established occupational function with many annual openings and current employer activity, even in a slightly declining projection. Preparation should respond to the work’s coordination complexity, not claim that every employer uses identical titles, software or methods.
Role authority boundary
The evidence supports a coordinator with delegated control, not an unbounded operations manager. The role may:
- receive approved demand and priorities, validate planning inputs and document assumptions;
- build, maintain and communicate schedules and material plans;
- analyze capacity, rate, material and flow feasibility;
- maintain delegated ERP/MRP records and, when explicitly authorized, release or firm work orders;
- identify exceptions, develop planning scenarios and recommend recovery actions;
- coordinate owners and escalate decisions with evidence.
The role does not, by default, approve overtime or staffing, capital expenditure, supplier awards, customer-date changes, engineering changes, quality disposition or product release, inventory adjustments, or safety decisions. It should not promise dates whose cross-functional approval has not been obtained. A planner may present an option and its effects without possessing the authority to authorize it.
Escalation is the correct control when feasibility depends on authority outside the role. It identifies the decision, options, quantitative impact, affected commitments, recommendation, owner and deadline. The planner then updates and communicates the authorized outcome.
Implications for role preparation
Preparation for this role family should build integrated performance rather than isolated terminology. A candidate should be able to take an approved demand picture and create a traceable plan; test it against materials, work-center capacity, lead times and demonstrated pace; surface shortages or bottlenecks; coordinate production, supply, engineering and quality handovers; monitor actual progress; and maintain a controlled record of changes and decisions.
Evidence can be demonstrated through role outputs such as a time-phased schedule, material-feasibility view, capacity comparison, constraint log, handover record, scenario comparison and performance review. These should show inputs, assumptions, logic, version, owner, decision status and escalation path; they are not a prescription for course structure.
Preparation should make uncertainty visible. Candidates need to distinguish fact from assumption, label unavailable inputs, test sensitivity where useful and avoid presenting a schedule based on unverified rates, inventory or lead times as executable.
Preparation should preserve boundaries with industrial engineering, procurement, maintenance, quality, safety and operations management. Those functions supply relevant inputs, but the role-centered task is the executable plan and its exceptions. Tool use matters when it improves that outcome.
Limitations
The structured purposive corpus is not representative of all U.S. employers, regions, subsectors or job-board activity. Search ranking, duplication, access and platform design shape result sets. Counts describe this corpus only; 71 granular analytic subsector labels indicate breadth, not market share.
Evidence depth is uneven. Only 26 of 103 records supplied opened descriptions; the remaining 77 are card-level. Detailed theme counts therefore have a small denominator and should be read as explicit-description prevalence. Missing fields are unknown, not zero. Low explicit counts for demand translation, pace or escalation may reflect terse drafting or implicit operating assumptions. Conversely, frequent wording does not prove that an activity consumes the greatest share of working time.
Vacancies describe intended requirements, not observed performance, and may combine aspirational and essential criteria. Public pages can change, so the ledger preserves retrieval date, currentness and minimal evidence. Salary analysis, demographic outcomes and causal claims are outside scope.
Official occupational categories are broader than the exact role family and should not be mapped one-to-one to every vacancy. BLS projections are national and occupational, not a forecast for this certificate or for each manufacturing subsector. Global course and certification signals are volatile and cannot establish U.S. hiring demand, learning quality or employer recognition.
