## Curriculum

### Module 1 — Foundations, decision scope and community design

This module enables the learner to define the Community Engagement Manager’s role, validate the organizational decision connection, identify affected communities and relationships, and design a truthful participation system before engagement activity begins. Its five artifacts establish the authority, purpose, people, commitments and access routes on which every later module depends. The sequence starts with role and decision boundaries, then converts the organizational question into an Engagement Charter. It adds community, power and barrier analysis, builds reciprocal partner commitments, and finishes by combining these inputs into an inclusive Participation and Outreach Plan that can support programs, channels, events and feedback collection.

### Module 2 — Programs, channels, moderation, events and facilitation

This module enables the learner to operate engagement activity through a coherent program cycle, healthy community channels, fair human moderation, purposeful events and inclusive facilitation. The work remains connected to the charter, participation routes, records and specialist owners established in Module 1. The sequence turns the participation design into a recurring Community Program Cycle Plan, establishes channel governance before enforcement, applies approved rules through a reviewable moderation log, designs an event as one participation route, and concludes with facilitation that preserves constructive disagreement and creates a neutral source record for later evidence work.

### Module 3 — Feedback, evidence, escalation and accountable closure

This module enables the learner to preserve authorized input, turn it into qualified findings, define defensible measures, route sensitive matters and connect evidence to an accountable decision response. It protects the difference between useful community evidence and unsupported claims about a whole population, legal outcome or causal impact. The sequence begins with an approved Input and Source Register, then uses it for source-linked synthesis and a reproducible KPI specification. The learner next practises issue routing and a complete human handoff before joining themes, decisions, commitments, reasons and participant communication in a visible feedback-closure process.

### Module 4 — Cross-sector operations, integration and capstone readiness

This module enables the learner to adapt the common engagement operating spine across five sectors, organize recurring work, govern tools and AI, review participation integrity and produce an integrated recommendation. It increases learner independence while keeping local entity, authority, data, records and specialist decisions explicit. The sequence first re-establishes assumptions for sector transfer, then turns work products into a sustainable daily, weekly, monthly and event-driven cadence. It adds a bounded Tool and AI Use Control Plan, reviews and repairs a full engagement cycle, and ends with one Cross-Functional Engagement Operating Brief that prepares the learner for a separate unseen-case capstone.

For the unseen fictional Coastline Food Recovery Network case, produce one **Applied Community Engagement Recommendation**. The single document recommends a proportionate decision-to-response engagement route with source traceability, ownership, evidence limits, human handoffs, participant response and a correction record. It is not a portfolio or a bundle of the twenty lesson artifacts.
