## Model Job Description: Talent Acquisition Specialist

## How to use this model

This is an evidence-derived template for adaptation. It is not a live vacancy, an
invitation to apply, legal advice, or a universal employer policy. An employer
must adapt the title, level, location, employment terms, essential functions,
qualifications, decision rights, accessibility language, systems, measures and
legal notices to its own approved operating model and applicable jurisdiction.

The model is intentionally limited to hands-on recruiting work from an approved
hiring need through accepted-candidate handoff. It does not assign ownership of
payroll, benefits, employee relations, performance management, retention,
workforce strategy, organisation design, succession planning or onboarding
delivery.

## Evidence profile

The model is derived from a structured purposive study of 120 public U.S.
vacancies observed on 11 September 2026, a detailed 80-record Role Requirements
Matrix, and an independent 2026 trend study. The vacancy study is not nationally
representative. Its strongest shared signals were sourcing, candidate
communication, ATS or requisition administration, interview workflow, offer
support, screening, requisition intake and decision documentation. Explicit
handoff language appeared less often than general offer support, so this model
treats handoff as a process-control boundary rather than a universal document.

The trend evidence adds current emphasis on job-related criteria, explainable
screening, structured interviews, candidate transparency, assessment integrity,
funnel-quality analysis, human review of automated assistance and acknowledged
transfer of ownership after offer acceptance. Product capability is not evidence
of adoption, effectiveness or legal compliance.

## Role purpose

The Talent Acquisition Specialist converts an approved hiring need into a
documented candidate pipeline and a controlled selection workflow. The specialist
clarifies job-related criteria, sources and engages prospective candidates,
screens supplied evidence consistently, coordinates interviews and debriefs,
maintains accurate recruiting records, supports an authorised offer, communicates
clearly with candidates and stakeholders, and completes an accepted-candidate
handoff to the designated downstream owner.

The role owns the quality, visibility and continuity of the recruiting process
within delegated authority. Final selection, compensation exceptions, legal
interpretation, accommodation decisions, background-check adjudication,
immigration advice and onboarding delivery remain with the employer's named
authorised owners.

## Role scope

### In scope

- approved requisition intake and clarification;
- sourcing strategy, search, outreach and pipeline development;
- application and resume screening against adopted job-related criteria;
- structured phone or video screens within an approved process;
- interview planning, scheduling, candidate preparation and panel coordination;
- collection and organisation of criterion-linked feedback;
- debrief and documented selection or disposition support;
- candidate communication throughout the recruiting cycle;
- ATS, CRM or approved recruiting-record maintenance;
- basic funnel, ageing, source and process-quality analysis;
- approval-ready offer support and communication of confirmed terms; and
- accepted-candidate handoff with open items and receiving ownership recorded.

### Outside scope

- setting workforce strategy or approving headcount;
- organisation design, succession planning or executive talent strategy;
- independently setting compensation, changing approved terms or interpreting
  employment law;
- deciding accommodation eligibility, immigration status, background-check
  outcomes or assessment validity;
- autonomous rejection, ranking or final selection by an AI system;
- payroll, benefits, employee relations, performance, retention or offboarding;
  and
- orientation, onboarding delivery or ongoing employee administration after the
  accepted-candidate handoff.

## Core responsibilities

### 1. Clarify the approved hiring need

- Confirm the requisition owner, approval status, level, location, working model,
  hiring timeline and known constraints.
- Facilitate a focused intake with the hiring manager to clarify outcomes,
  responsibilities, essential and preferred criteria, acceptable adjacent
  evidence, interview participants and decision rights.
- Challenge unclear, inconsistent or non-job-related requirements through the
  approved escalation route rather than silently converting them into filters.
- Record the agreed candidate profile, assessment approach, service expectations
  and changes in the employer-approved system.

### 2. Build and manage a traceable sourcing plan

- Select appropriate approved channels for the role, including direct search,
  referrals, professional communities, job boards or talent pools.
- Create search logic from role outcomes and evidence requirements, not from
  protected characteristics or unsupported proxies.
- Conduct accurate, respectful outreach that explains the opportunity and does
  not invent facts or imply guaranteed progression.
- Record source, contact history, response, owner, stage and next action so that
  duplicate or contradictory contact can be controlled.
- Review qualified yield and adjust the sourcing approach with the hiring team
  when evidence shows that the current plan is underperforming.

### 3. Screen consistently and document evidence

- Review applications and resumes against the adopted screening criteria.
- Separate supplied facts, reasonable job-related inference and unknowns; use a
  structured screen to clarify material uncertainty.
- Conduct an approved initial screen, provide clear process information and
  document criterion-linked evidence in the authorised record.
- Advance, hold or disposition candidates only within delegated authority, using
  the employer's approved reason structure and review path.
- Inspect the underlying candidate record before relying on an automated summary,
  match, score or recommendation; escalate unexplained or conflicting output.

### 4. Coordinate a structured interview workflow

- Translate agreed criteria into an interview plan with assigned question areas,
  participants, sequence, scoring anchors and decision owner.
- Schedule virtual or onsite interviews accurately across calendars and time
  zones, including approved travel or accessibility arrangements where relevant.
- Give candidates timely, consistent information about format, participants,
  preparation, permitted tools, human involvement and the route for questions or
  accommodation requests.
- Prepare interviewers to record observations against criteria and to separate
  evidence from conclusions.
- Monitor completion, resolve ordinary logistics and route integrity, conduct or
  policy exceptions to the appropriate owner.

### 5. Support evidence-based selection and disposition

- Check that required interview evidence is complete before the debrief.
- Organise criterion-linked observations, surface contradictions and identify
  missing evidence without manufacturing certainty.
- Facilitate a timely debrief under the employer's decision model and record the
  authorised conclusion, rationale, owner and next action.
- Send accurate candidate updates and closure communications within approved
  service expectations.
- Preserve records only in approved systems and according to local access,
  retention and deletion rules.

### 6. Support an authorised offer and complete the handoff

- Assemble an approval-ready offer brief using terms supplied by authorised
  compensation, HR and hiring owners.
- Confirm title, level, location, compensation, start assumptions, contingencies,
  approval status and communication owner before presenting an offer.
- Explain confirmed terms, record candidate questions and responses, and escalate
  exceptions or requests outside delegated authority.
- Record acceptance, decline or continuing negotiation accurately in the approved
  system.
- Transfer accepted-offer status, confirmed facts, outstanding conditions,
  required documents, communications, named owners and next checkpoint to the
  authorised HR, onboarding, payroll, security, immigration or hiring-team owner.
- Obtain or record acknowledgement of receipt. Handoff closes recruiting
  ownership; it does not make the specialist responsible for onboarding delivery.

### 7. Maintain process visibility and improve the funnel

- Keep requisition, candidate stage, owner, ageing, communication, rationale and
  next-action fields current.
- Produce basic funnel views using defined stages, numerators, denominators and
  data-quality caveats.
- Distinguish activity volume from qualified yield, decision quality and candidate
  treatment.
- Review delays, incomplete records, inconsistent criteria, repeated outreach and
  avoidable handoff defects; agree one accountable improvement action at a time.
- Treat metrics as diagnostic evidence, not proof of fairness, causation, legal
  compliance or quality of hire.

## Expected outputs

## Hard skills

The locally adapted description should select only the capabilities needed for the
level and operating model.

- requisition intake and conversion of hiring needs into job-related criteria;
- direct sourcing, search logic, outreach and talent-pipeline management;
- consistent application and resume screening;
- structured screening and criterion-linked note taking;
- interview-plan design, scheduling and panel coordination;
- feedback collection, debrief support and decision-record maintenance;
- candidate communication across progression, delay, decline, offer and closure;
- ATS or recruiting-CRM workflow and data-quality control;
- basic funnel, conversion, ageing and source analysis;
- approval-aware offer support and accepted-candidate handoff;
- confidential recruiting-record handling and policy-aware escalation; and
- verification of source evidence when employer-approved AI or automation assists
  search, screening, communication or record structuring.

## Observable soft skills

Describe and assess behaviours rather than personality labels.

- **Prioritisation:** keeps ageing, time-critical and high-impact actions visible
  while managing concurrent requisitions and candidates.
- **Accuracy:** reconciles dates, stages, evidence, approvals and communications
  before an action is taken.
- **Candidate care:** gives clear expectations, responds respectfully, closes loops
  and provides a route for process or accessibility questions.
- **Stakeholder partnership:** clarifies needs, reports evidence and challenges
  ambiguity without taking over another person's decision rights.
- **Adaptability:** adjusts the sourcing or coordination plan when priorities,
  availability or evidence change, while preserving agreed controls.
- **Discretion:** uses approved systems, access rules and communication channels
  for candidate and offer information.
- **Evidence-minded judgement:** distinguishes fact, inference, unknown and
  recommendation and asks for review when confidence is insufficient.
- **Collaboration:** coordinates recruiters, coordinators, interviewers and
  specialist owners through explicit owners and next actions.
- **Timely communication:** updates candidates and internal stakeholders at the
  agreed point, including when there is no final decision yet.

## Tools and systems

This model is vendor-neutral. The employer should name only approved systems that
the role will actually use.

- applicant tracking system and, where applicable, recruiting CRM;
- approved sourcing platforms, job boards, referral tools and professional
  communities;
- calendar, interview-scheduling and candidate-travel tools;
- email, messaging, video-interview and candidate-portal tools;
- spreadsheet or business-intelligence tools for basic funnel analysis;
- approved assessment or identity-integrity tools where proportionate and locally
  governed; and
- employer-approved AI assistance with authorised inputs, visible source logic,
  human review, exception handling and an auditable record.

The role must not require candidates or staff to place live sensitive applicant
data into an unapproved public AI tool. Tool output does not replace review of the
underlying application, interview evidence or approval record.

## Levels and experience

Choose one level and adapt it to the employer's actual decision rights. Years of
experience and education are not universal requirements and should be included
only when job related.

### Coordinator or foundation level

Focuses on interview scheduling, candidate communication, ATS accuracy, logistics
and defined sourcing or screening support under clear supervision. Evidence may
come from recruiting coordination, operations, customer service, project support
or another setting requiring confidential records and time-sensitive
communication. Stage decisions and offer communication are closely bounded.

### Talent Acquisition Specialist or Recruiter level

Owns a defined requisition portfolio or substantial parts of the full recruiting
cycle. Expected evidence includes intake, direct sourcing, consistent screening,
interview workflow, candidate communication, ATS control and offer support within
documented authority. The employer should state whether prior sector, role-family
or high-volume recruiting experience is essential or merely preferred.

### Senior individual-contributor level

Handles complex, scarce-skill, sensitive or high-volume searches; advises on
calibration and sourcing strategy; interprets funnel evidence; and coaches process
participants without automatically becoming a people manager. Executive-only
search leadership, enterprise workforce strategy and organisation design are not
part of this model.

### Qualification design

- State the minimum evidence of capability separately from preferred evidence.
- Allow relevant adjacent experience where it can demonstrate the required work.
- Do not use a degree, credential, industry background or tool brand as a proxy
  unless the employer can explain its job relevance.
- Do not imply that this template or an MTF Institute course-completion credential
  grants a licence, external certification, employment eligibility or guaranteed
  progression.

## Interfaces and decision ownership

| Interface | Specialist contribution | Decision or approval retained elsewhere |
|---|---|---|
| Hiring manager | Intake, calibration, pipeline evidence, interview and debrief coordination | Headcount need, final selection and role-specific trade-offs |
| Candidates | Process information, screens, scheduling, updates, confirmed offer communication and closure | Candidate's own disclosures, participation and acceptance decision |
| Recruiters, sourcers and coordinators | Shared pipeline, records, service expectations and handoffs | Team allocation and operating-model decisions |
| HR or HR business partner | Recruiting evidence, policy triggers and accepted-candidate transfer | Employment-policy interpretation and downstream employee processes |
| Compensation or finance | Approved offer inputs and exception request | Range, level, budget and exception approval |
| Legal, privacy, compliance or accessibility owner | Facts, records and timely escalation | Legal interpretation, privacy rules, accommodation determination and control approval |
| Security, screening or immigration specialist | Authorised status handoff and unresolved issue | Adjudication, eligibility or specialist advice |
| Onboarding or payroll owner | Accepted-candidate record, confirmed facts, open items and receipt | Onboarding delivery, payroll setup and employee administration |
| Approved agency or vendor | Requisition information, service record and candidate-flow coordination | Contract, procurement, security and vendor-governance decisions |

## Authority and escalation

### Authority that may be delegated

- clarify and document an approved hiring need;
- recommend sourcing channels and conduct approved outreach;
- screen and advance candidates under adopted criteria;
- coordinate interviews, collect feedback and maintain records;
- communicate approved process information and candidate status;
- recommend a disposition or process improvement with supporting evidence;
- present confirmed offer information when expressly authorised; and
- close the recruiting record after the receiving owner acknowledges handoff.

### Escalate when

- the requisition is unapproved, contradictory or missing decision ownership;
- a requirement, question or disposition reason may not be job related;
- a candidate requests an accommodation or raises a legal, privacy, immigration
  or accessibility issue;
- interviewer feedback is unsupported, inconsistent or potentially
  discriminatory;
- candidate, assessment or identity-integrity evidence materially conflicts;
- an automated output lacks source evidence, explanation or a safe review route;
- confidential data has entered an unapproved system or channel;
- offer terms, title, level, location, conditions or timing differ from approval;
- a background-check, compensation, legal or policy decision is required; or
- the receiving owner has not accepted the handoff or an open condition lacks an
  owner and checkpoint.

## Work cadence

### Daily

- review candidate messages, interviews, ageing items, stage changes and
  exceptions;
- update owners and next actions in the approved system;
- perform scheduled sourcing, screening, interviews and candidate follow-up; and
- reconcile urgent scheduling, evidence or offer issues before communication.

### Weekly

- calibrate active roles with hiring managers;
- review pipeline quality, qualified yield, ageing and source performance;
- adjust sourcing or interview capacity using documented evidence;
- close overdue candidate loops and incomplete feedback; and
- confirm upcoming offer, acceptance and handoff ownership.

### Monthly or locally defined periodic review

- review funnel definitions, conversion, time-in-stage and data completeness;
- examine recurring candidate, interviewer, sourcing or handoff defects;
- review approved automation, template and access controls with relevant owners;
- agree a small number of measurable process improvements; and
- confirm that local policies, tools and escalation contacts remain current.

### Event-driven

- **Requisition approval:** open the role record and conduct intake.
- **Search launch:** approve the sourcing plan, messages and ownership.
- **Application or prospect response:** screen, communicate and record next action.
- **Interview stage:** brief participants, schedule, support and collect evidence.
- **Debrief or disposition:** reconcile evidence and record the authorised result.
- **Offer approval:** verify confirmed terms and communication authority.
- **Acceptance, decline or negotiation:** update records and route the next action.
- **Accepted-candidate handoff:** transfer the complete record, obtain receipt and
  close recruiting ownership.
- **Exception:** preserve facts, pause the affected action where appropriate and
  escalate to the named owner.

The description is ready for local approval only when a reader can identify the
role's inputs, outputs, stage authority, decision owners, systems of record,
candidate commitments, escalation routes, offer limits and terminal handoff. If
those elements are ambiguous, the model should be clarified before it is used.
