## Program and Transformation Management at Work: Evidence from 100 Current U.S. Vacancies

## Abstract

Program and transformation managers are often described as people who coordinate large initiatives. Current vacancy evidence shows a more demanding role. The work sits between strategy and execution: connecting workstreams, clarifying dependencies, operating governance, preparing decisions, tracking benefits, and helping an organization move from a planned change to an adopted operating reality.

This report examines a structured purposive sample of 100 publicly accessible United States vacancies retrieved on 13 September 2026. Every accepted record had a unique public URL and deduplication key. The sample includes transformation program managers, transformation-office and PMO roles, enterprise program managers, and closely adjacent senior program roles. It is a point-in-time market scan, not a nationally representative survey.

The evidence has two deliberately separate depths. Thirty-seven vacancies provided accessible full text suitable for detailed coding. Sixty-three provided only a public listing card and were coded conservatively for title, employer, location, jurisdiction, role family, and explicit seniority signals. Unknown fields in those 63 records were marked “not stated.” Detailed frequencies in this report therefore use a denominator of 37, never 100. The 100-record total supports observations about the breadth of current role titles and employers, while the 37-record subset supports findings about responsibilities, outputs, skills, tools, cadence, interfaces, and authority.

Within the detailed subset, the strongest recurring pattern is not one method or software product. It is an operating discipline: create an integrated view of the program, make dependencies and risks visible, establish a reliable governance cadence, equip leaders to make decisions, and connect delivery activity to measurable value and adoption. The evidence also distinguishes transformation management from ordinary project administration. Transformation roles are expected to span functions, operating-model choices, technology and process change, financial logic, organizational readiness, and benefit realization.

## Study scope and evidence boundary

The research question was: what does current U.S. vacancy evidence say program and transformation managers are expected to do, produce, know, and influence?

The sampling frame focused on vacancies whose titles or accessible descriptions materially concerned program management, transformation delivery, enterprise change, a transformation office, an enterprise PMO, or a closely adjacent senior program role. The 100 accepted records represent 90 named employers or recruiting publishers acting for employers. Fourteen records came from first-party employer or applicant-tracking pages, 83 from public LinkedIn vacancy pages, and three from other public intermediaries. All records were U.S.-located, U.S.-remote, or explicitly open to U.S. candidates.

The sample was structured and purposive. It intentionally sought relevant role families rather than estimating the share of all U.S. jobs. Search ranking, public-page accessibility, and the strong presence of LinkedIn affect what could be observed. A vacancy could close or change after retrieval. These limitations matter: the study supports a disciplined description of role expectations within the observed sample, but it cannot support a national prevalence claim, hiring forecast, salary conclusion, or employment guarantee.

Each detailed record was coded across the same fields: responsibilities, outputs, hard skills, observable soft skills, tools, education and experience, required and preferred criteria, seniority, cadence, interfaces, and decisions or escalation. The coding used short analytical paraphrases rather than copied job descriptions. A minimal source excerpt retained only enough information to identify the vacancy. Silence was never treated as evidence that a requirement was absent.

To provide a reproducible summary, several findings below use deterministic keyword and tag tallies across the 37 full-text records. These categories overlap. A vacancy may simultaneously involve governance, dependency control, financial management, change, and benefits. The tally is therefore a directional indicator of recurring work, not a set of mutually exclusive shares.

## A role market organized around enterprise change

The 100-record scan shows a wide family of current titles. Some name transformation directly: *Transformation Program Manager*, *Senior Enterprise Transformation Program Manager*, *Digital Transformation Program Manager*, *Strategic Transformation Program Manager*, or *Business Transformation Program Manager*. Others locate the role in an institutional mechanism: *Transformation Office*, *Business Transformation Office*, *EPMO*, *PMO*, or *Office of Transformation*. Still others describe the domain being changed, including employee experience, artificial intelligence, product technology, network inventory, operating model, regulatory work, service operations, or expansion.

This title diversity is analytically important. It suggests that “program and transformation management” is better understood as a role system than as one standardized job title. The same operating capability appears in technology companies, financial institutions, health organizations, industrial businesses, retail, public administration, and professional services. The domain changes, but the connective work remains recognizable.

The title evidence also carries a strong seniority signal. The corpus contains senior manager, principal, director, executive, and vice-president variants as well as program-manager titles without an explicit level. In the full-text records, experience thresholds often sit between five and twelve or more years. A federal transformation position asked for 15 or more years, while other records showed four to seven years for narrower operational roles. This does not mean entry is impossible at a lower level. It means employers commonly frame responsibility for enterprise interdependence, financial trade-offs, and executive governance as experienced work.

## Dependency management is the connective tissue

Risk, issue, dependency, RAID, or blocker language appeared in 22 of the 37 detailed records under the deterministic coding tally. Integrated planning, roadmaps, schedules, milestones, or critical-path language appeared in 18. Together, these signals show why a program is not merely a collection of projects.

A project can sometimes optimize a bounded deliverable. A program manager must ask what happens when one workstream depends on another team’s data, platform decision, policy, capacity, or operational readiness. The object of control is the relationship between pieces. Employers therefore ask for integrated plans, dependency maps, risk registers, critical paths, release-readiness views, and milestone evidence.

Adobe’s transformation vacancy connected roadmap and governance work with RAID, change, cutover, hypercare, and 30/60/90-day impact checks. The Johns Hopkins role emphasized program coherence, interdependencies, risk, change, benefits, and escalation. Phaxis sought an integrated AI-transformation delivery plan spanning engineering, infrastructure, operations, security, risk, and finance. Comcentric connected UAT and operational-readiness testing to cases, defects, dependencies, and status. IntePros described critical paths, milestones, governance, risks, issues, decisions, dependencies, escalation, and release readiness. These are different industries and transformation objects, but the operating logic is similar. [Source note 1]

Dependency management in this evidence is not a static register. It requires active decisions. Someone must identify the owner, consequence, decision date, fallback, and route for escalation. A transformation office adds value when it can show which dependency threatens which outcome, which forum can resolve it, and what the cost of delay or scope change may be. A long list of “open dependencies” without consequence or decision logic is documentation, not control.

The practical output is an integrated view that allows different teams to act. Autodesk’s role linked GTM transformation, workstream dependencies, governance, executive decisions, and benefits. Northern Trust combined scope, timelines, budgets, risks, dependencies, governance, executive updates, and benefits. Fluence connected enterprise initiatives with business cases, recommendations, and measurable outcomes. [Source note 2]

## Benefits realization changes the definition of done

Benefits, value, or outcomes appeared in 14 of the 37 full-text records under the deterministic tally. The signal is smaller than dependency or risk language, but it is central to the identity of transformation work. Transformation is not complete when a project activity finishes. It is complete only to the degree that the intended organizational result becomes observable and sustainable.

Several vacancies made that expectation explicit. Brooks Automation linked program charters, timelines, milestones, RAID, scope, schedule, budget, KPIs, dashboards, and benefits. Dyson placed the role in the U.S. President’s Transformation Office and connected analysis, KPIs, dashboards, leadership reporting, and value realization. Quest Diagnostics combined forecast, budget, benefits, governance, metrics, decision and escalation, and adoption. WHSmith North America linked PMO governance and reporting with milestones, KPIs, dependencies, risk, escalation, and value realization. Vida Group tied business-PMO standards to dashboards, scorecards, finance, business cases, investment logic, and value realization. [Source note 3]

This evidence points to a chain of accountability. Strategic intent must become an explicit benefit. The benefit must have an owner, baseline, target, measurement method, timing assumption, and dependency logic. Delivery outputs must be connected to adoption or operational change. Governance must review not only schedule and spend but also whether the expected value remains credible.

Benefits work is therefore both analytical and political. A manager may need to challenge an optimistic business case, distinguish realized value from forecast value, or show that a delayed dependency changes the benefit profile even when individual workstreams remain “green.” The role must communicate this without turning every uncertainty into a crisis. Observable judgment includes selecting the right evidence, naming assumptions, and framing a decision that a sponsor can own.

The Medtronic vacancy illustrates the financial and operating-model dimension: it asked the role to build and operationalize cost-to-serve work, lead Finance, IT, Service, and regional interfaces, conduct business reviews, and support resource-allocation and organizational choices. Benefits realization here is not a final reporting exercise. It shapes operating decisions throughout the program. [Source note 4]

## Governance is a working system, not ceremony

Governance, steering, or PMO language appeared in 19 of the 37 detailed records. Executive, leadership, decision, or escalation signals were widespread across the same subset. The important finding is qualitative: employers describe governance as a mechanism for making work executable.

Trianz connected roadmaps and plans with steering committees, budgets, resources, KPIs, risks, dependencies, scope, executive reporting, and benefits. Goldman Sachs described plans, scope, timelines, resources, deliverables, target operating models, business cases, documentation, steering groups, and issue escalation. Goldschmitt &amp; Associates made governance especially explicit through decision rights, operating cadence, prioritization, roadmaps, backlogs, integrated risk and dependency control, readiness, and formal reporting. This pattern suggests five components of useful program governance.

First, the forums must have a defined purpose. A working-group review, program leadership meeting, steering committee, and executive investment forum should not all inspect the same information in the same way.

Second, decision rights must be visible. The role should distinguish who recommends, who provides evidence, who must be consulted, and who has authority to approve scope, funding, risk acceptance, or operating-model changes.

Third, cadence must match the decision horizon. Monthly or quarterly business reviews are appropriate for some portfolio and value questions, while release-readiness, cutover, or critical-path decisions may require a faster rhythm.

Fourth, escalation must be selective and decision-ready. A strong escalation explains the issue, consequence, options, recommendation, deadline, and accountable decision-maker.

Fifth, the records must preserve institutional memory. Decision logs, RAID records, steering packs, and action ownership reduce the risk that teams revisit settled questions or lose important assumptions during leadership changes.

Governance therefore cannot be measured by meeting volume. Its value lies in shortening the distance between evidence and authorized action.

## Roadmaps connect strategic intent to executable sequence

Roadmap language appears across GTM transformation, digital transformation, product transformation, customer operations, platform programs, and business PMO roles. Yet the vacancies imply a roadmap that is richer than a presentation timeline.

The Motion Recruitment vacancy asked for a strategic roadmap across multiple workstreams, supported by financial models, KPIs, business cases, charters, plans, timelines, dependencies, and change management. Lam Research connected PLM and digital transformation with roadmap, architecture alignment, data analysis, risk, schedule, change, and closure. Etsy linked strategy, objectives, prioritization, roadmap, RACI, blockers, trade-offs, and monthly or quarterly business reviews. Clearwater Analytics asked for charters, roadmaps, risk registries, milestones, reporting, Agile and Waterfall delivery, SDLC awareness, and Jira/Confluence. [Source note 6]

Across these examples, the roadmap serves at least four purposes. It expresses the intended sequence of outcomes. It reveals dependencies and constraints. It locates governance decisions in time. It also provides a basis for re-planning when assumptions change.

The evidence warns against false precision. A roadmap that displays dates without confidence, dependencies, decision gates, or resource assumptions may look complete while concealing fragility. Program managers are expected to keep the roadmap credible as information changes. That means maintaining the connection between strategic objectives, workstream milestones, readiness conditions, benefits, and unresolved decisions.

A transformation roadmap also crosses the boundary between delivery and adoption. Siemens Energy’s service-transformation role combined value-stream mapping, fit-to-template decisions, strategic alignment, scope and benefits communication, change, adoption, ERP/platform work, and travel. The roadmap in such a role is simultaneously a technology sequence, a process-change sequence, and an organizational commitment. [Source note 7]

## The Transformation Office as an enterprise sensing and decision layer

The corpus contains explicit Transformation Office, Business Transformation Office, EPMO, and PMO titles, along with enterprise roles that perform similar work. The evidence does not support one universal organizational design. It does support a common contribution: create a shared operating picture across initiatives that no individual workstream can produce alone.

A Transformation Office can aggregate program health, but aggregation is only the beginning. It should expose cross-program dependencies, compare resource demands, maintain portfolio standards, identify decisions that require enterprise authority, and connect progress to strategic value. Mars, for example, asked for a portfolio repository, status and risk escalation, dashboards, governance, prioritization, resourcing, and change. Vida Group emphasized strategic improvements, KPIs, timelines, risks, dependencies, budgets, value realization, dashboards, scorecards, finance, business cases, investment, and PMO standards. Dyson linked the office to presidential leadership, KPIs, dashboards, and value realization. [Source note 8]

The role is therefore partly an information-design function. Executives do not need every workstream detail. They need a trustworthy view of material variance, interdependence, value, and decisions. Workstream teams, in contrast, need enough clarity to understand commitments, handoffs, and escalation routes. The office must design views appropriate to each audience while preserving one underlying source of truth.

This explains the recurring importance of concise executive communication and influence without formal authority. A transformation manager may not directly control the people, budgets, platforms, or policies on which the program depends. The role creates leverage by making commitments explicit, showing consequences, and moving decisions to the right authority.

## Cadence turns governance into behavior

Many descriptions implied recurring governance but did not state an interval. The coding preserved “not stated” rather than inventing a weekly or monthly rhythm. Where cadence was explicit, it reflected the work context.

Etsy described monthly and quarterly business reviews. Unigen referred to quarterly business reviews connected to customers, forecasts, profitability, and cross-functional delivery. Adobe included 30/60/90-day adoption and impact checks. Meet Life Sciences referred to Agile Release Train and PI planning. Canvas tied work to acquisition milestones and documented decisions. Goldschmitt &amp; Associates included operating cadence and OMB reporting. [Source note 9]

These signals support a layered cadence rather than one standard meeting schedule. Workstream coordination may happen frequently; dependency and RAID review should match the pace of material change; steering forums should convene when cross-boundary decisions are ready; benefits reviews should follow the timing of observable outcomes; and portfolio reviews should compare investment, capacity, and strategic fit.

The manager’s task is to prevent cadence from becoming reporting theater. Each forum should consume evidence, produce decisions or commitments, and feed those decisions back into plans, logs, and communications.

## Tools matter, but tool fluency is not the role

The full-text records named a wide range of tools: Microsoft Office and Microsoft 365, Excel, PowerPoint, SharePoint, Power BI, Microsoft Project, Smartsheet, Asana, Jira, Confluence, Miro, Tableau, Salesforce, SAP, Oracle, PLM platforms, EHR systems, no-code tools, and sector-specific applications.

Microsoft productivity and analysis tools appeared across several detailed records, while Jira and Confluence appeared in a smaller technology-oriented subset. These observations should not be interpreted as product market shares. They indicate that employers expect managers to work across documentation, analysis, scheduling, visualization, and collaborative delivery environments. They also show that no single project platform defines program and transformation competence.

Motion Recruitment named PowerPoint, Excel, Microsoft Project, Smartsheet, Asana, and Power BI. Meet Life Sciences listed Jira, Confluence, Miro, Smartsheet, SharePoint, Salesforce, SAP, Drupal, Polarion, and Clarity. Unigen named Word, Excel, PowerPoint, Oracle R12, Oracle ASCP, and PLM. Samsara referred to Jira, Confluence, and PLM in a global product-lifecycle setting. [Source note 10]

The durable expectation is evidence portability. A manager should be able to maintain the logic of an integrated roadmap, dependency view, risk record, benefits map, or decision pack even when the organization changes tools. Product familiarity becomes more important when the role is tied to an ERP, CRM, PLM, regulatory, clinical, or federal environment. Tool skill should therefore be described through the work product it enables, not as a detached list of software names.

## Hard skills and observable professional behaviors

The hard-skill evidence combines general program disciplines with transformation-specific practices. General disciplines include scope, schedule, budget, risk, critical path, resource management, business cases, forecasting, reporting, Agile, Waterfall, hybrid delivery, and SDLC. Transformation practices include target operating models, process improvement, value-stream mapping, change and adoption, business readiness, cutover and hypercare, benefits realization, and portfolio prioritization.

Change, adoption, readiness, cutover, or hypercare appeared in 15 of the 37 detailed records. Budget, financial, business-case, or cost language appeared in 14. KPI, dashboard, metric, or scorecard language appeared in 12. These overlapping signals reveal a role that must integrate delivery, finance, operations, and organizational behavior.

The observable soft skills are equally concrete. “Executive communication” means converting complex evidence into an accurate decision brief. “Collaboration” means maintaining owners, handoffs, RACI, and shared commitments across functions. “Influence” means obtaining alignment when direct reporting authority is absent. “Judgment” means distinguishing a material risk from routine variance and a realized benefit from an optimistic forecast. “Change leadership” means connecting new processes or technology to readiness, adoption, and sustained use.

Experience and education requirements varied. Detailed vacancies often stated five or more years, with some asking for eight, ten, twelve, or fifteen years depending on scale and sector. Degrees were explicitly requested in a subset of roles. PMP, PgMP, PRINCE2, Agile, CAPM, Scrum, Six Sigma, and related credentials appeared mainly as preferences or context-specific advantages rather than a universal occupational license. The evidence supports accuracy in career claims: candidates should distinguish a course-completion certificate, a professional certification, a degree, and demonstrated workplace experience.

## Decisions, authority, and escalation

The coding captured a decision, authority, or escalation field for every full-text record, but the strength of evidence varied. Some descriptions explicitly defined decision rights or steering responsibilities. Others showed authority indirectly through business-case recommendations, resource allocation, risk escalation, trade-off framing, or executive reporting.

This variation matters because the role often operates with delegated rather than absolute authority. A program manager may own the integrated plan, governance mechanism, evidence quality, and escalation process without owning final investment, policy, regulatory, or functional decisions. Clear boundary language protects both delivery and accountability.

The strongest descriptions ask the manager to do more than “raise issues.” The manager must identify the consequence, assess options, recommend a course, locate the accountable decision-maker, and preserve the result. Goldschmitt &amp; Associates explicitly connected governance to decision rights. Goldman Sachs connected target operating models and business cases to steering and issue escalation. Etsy emphasized critical trade-offs and blockers. Quest Diagnostics combined decision and escalation with budgets, benefits, metrics, and adoption. [Source note 11]

That pattern also clarifies the ethical boundary of the role. Managers should not inflate their authority. They should make evidence reliable, state assumptions, preserve specialist ownership, and ensure that the person with legitimate authority makes the decision.

The vacancy study does not establish that completing any course guarantees a job, promotion, authority, salary, or professional license.

## Limitations

This research has five principal limitations.

First, it is a structured purposive sample. It deliberately selects relevant vacancies and cannot estimate national prevalence.

Second, it is a point-in-time snapshot. Vacancies can close, move, or change after 13 September 2026.

Third, the source mix is uneven. Public LinkedIn pages account for 83 of 100 records. Search visibility and platform ranking may overexpose some employers or titles.

Fourth, evidence depth differs. Only 37 records supported detailed full-text coding. The other 63 were limited to listing-card evidence and were not included in detailed frequency calculations. No detailed percentage in this report uses 100 as its denominator.

Fifth, staffing and intermediary pages can obscure the ultimate client employer, and multi-location roles do not support state-by-state conclusions. Some U.S.-based roles also have global responsibilities. They remain U.S. vacancies; they do not create an international comparison.

The study also avoids several unsupported inferences. It does not compare salaries, predict future demand, rank employers, infer absence from silence, or treat a named tool as a universal standard. Keyword/tag counts may overlap and depend on the coding scheme. They are best read as directional signals that organize the observed work.

## Conclusion

Current U.S. vacancy evidence presents program and transformation management as an enterprise integration discipline. The role converts strategic intent into an executable and revisable program system. It links roadmaps to dependencies, governance to decisions, delivery to readiness, and activity to benefits.

The Transformation Office or PMO is valuable when it improves the quality and speed of enterprise decisions. It creates a shared view of material risk, cross-program constraints, resource choices, adoption, and value. The program manager makes that system usable through credible records, layered cadence, concise executive communication, and careful escalation.

Tools support this work but do not define it. The durable capability is to create reliable evidence and operating rhythm across functions that may have different incentives, language, data, and authority. The manager’s professional contribution becomes visible in integrated roadmaps, dependency and RAID views, governance designs, decision records, benefits maps, business cases, readiness assessments, dashboards, and executive packs.

The evidence also explains why the field is frequently positioned at a senior level. Managing an individual plan is only one part of the job. The harder work is maintaining coherence when strategy, technology, finance, process, people, and operational reality interact. Program and transformation managers are expected to make those interactions visible, governable, and connected to value.
