A one-on-one meeting should help a manager and employee understand progress, remove obstacles, exchange useful feedback and make a small number of clear decisions. It should not become a status interrogation, a substitute for team coordination or an undocumented performance warning.

This guide provides a copyable agenda and the **CHECK-IN-8** quality test for new managers.

## The 45-minute agenda

The timing is a starting point. An employee in a stable role may need 30 minutes. A new hire or a person navigating a material change may need longer. Keep the cadence predictable enough that issues do not wait for a quarterly review.

## CHECK-IN-8 quality test

Score each element 0, 1 or 2: absent, partial or explicit.

Maximum score: 16. A low score does not mean the relationship is failing. It shows which operating element needs to become more explicit.

## A worked example

Weak note: “Improve stakeholder communication.”

Evidence-based note: “In the launch review, the Finance dependency appeared after the decision deadline. Before the next review, send the dependency list 48 hours in advance, name the decision requested from each function and log unresolved responses. We will review the next two meetings.”

The second version identifies an observable event, a practical change, a time boundary and review evidence. It avoids turning a broad trait label into a permanent judgment.

## Separate four kinds of conversation

Do not mix these without warning:

1. **operating coordination** — priorities, dependencies and decisions;
2. **coaching** — practice and feedback on a capability;
3. **career development** — longer-term aspirations and exposure;
4. **formal performance action** — documented expectations under applicable policy and law.

A routine one-on-one can contribute evidence to performance management, but it should not surprise an employee with a hidden formal process. Follow organizational policy and obtain qualified HR or legal guidance when consequences are material.

## Manager preparation checklist

Before the meeting:

- review the previous commitments;
- collect specific examples without writing a verdict in advance;
- identify decisions within your authority;
- distinguish a real blocker from a request for reassurance;
- leave room for the employee&#039;s agenda;
- protect confidential or sensitive information.

After the meeting, send a concise record of decisions and commitments. Do not create a transcript by default. Record only what is needed, store it under approved policy and correct material misunderstandings quickly.

## Why cadence matters

The U.S. Office of Personnel Management describes monitoring as consistently measuring performance and providing ongoing feedback. Its current performance-management guidance also emphasizes prior feedback and ongoing discussions. The practical lesson is not to copy federal process into every workplace. It is to avoid treating feedback as a single annual event.

## A useful next step

Run CHECK-IN-8 against your last three meetings. Select the weakest repeated element and change only that part of the next agenda. If decisions are unclear, add a decision-rights field. If meetings feel manager-led, give the employee the first five minutes and the first agenda item. If commitments vanish, keep a two-column open/closed log.
