## Model Job Description: International Business Development Manager

**Professional Certificate in International Business Development**
**Focus:** Market Entry, Partner Selection, Localization & Cross-Border Growth

This is an evidence-derived model for adapting a real job description, **not a live vacancy or an invitation to apply**. It describes a manager or lead who develops commercial opportunities across borders. The employer must specify the employee workplace, target countries, product or service, sector rules, reporting line, resources and delegated authority before using it for recruitment. International growth may mean exporting from a home market or establishing a local route for a foreign company.

## Role purpose

Evaluate where the organization can serve customers in another market, choose a workable route to those customers, develop suitable commercial partners, and coordinate a staged move from opportunity to launch and review. Present recommendations with their evidence, assumptions, risks and decisions still required. Work with authorized specialists when a proposal depends on law, trade controls, customs, tax, product claims, contract terms, credit or finance.

## Responsibilities

- **Assess markets and buyers.** Define the customer problem, examine demand and competition, compare routes to buyers, and identify the local access, cost, service and offer-fit questions that could change a recommendation.
- **Develop the entry or expansion approach.** Prioritize feasible markets or segments; compare direct, distributor, agent, integrator, platform or other relevant routes; propose stages for testing, launching and reviewing the choice.
- **Find and assess partners.** Identify potential counterparties, test their market reach and ability to perform the required work, document references and open questions, and coordinate the relevant background and restricted-party checks with the organization’s owners.
- **Shape the commercial proposition.** Work with sales, product, marketing and finance colleagues on the offer, channel economics, pricing assumptions, proposal and terms. Identify where language, service, packaging, customer materials or local processes may need adaptation.
- **Coordinate cross-functional delivery.** Connect prospective customers and partners with the people responsible for product fit, implementation, supply or service, legal review, trade compliance, logistics and payment risk. Keep ownership and unresolved decisions visible.
- **Manage the opportunity lifecycle.** Maintain the market and partner pipeline, record next steps and decision dates, monitor launch or partner performance against agreed goals, and recommend whether to expand, revise, pause or stop.
- **Refresh material assumptions.** Recheck a market or deal when a relevant policy, tariff, documentation, partner, buyer, cost or product fact changes. Escalate the issue to the appropriate authorized owner before the organization makes a new commitment.

These responsibilities are a model assembled from a limited seven-country vacancy study and separate official practice guidance. The mix will differ by employer, seniority, sector and destination.

## Model work products

The names below are **recommended reusable outputs** for the model role. A vacancy may describe the underlying work without requiring these exact documents.

| Work product | What it should make clear |
|---|---|
| Market-selection brief | Target buyer, evidence of opportunity, competing routes, key economics, assumptions, constraints and recommendation |
| Partner shortlist and diligence record | Candidate role, coverage and capability, references or checks, unresolved risks, selection reason and next owner |
| Entry or expansion plan | Market and segment priorities, offer adaptation, partner or direct route, staged milestones, resources and review criteria |
| Commercial proposal or decision brief | Proposed value, terms and economics, alternative options, approvals needed and current evidence date |
| Pipeline and progress review | Opportunity or partner stage, agreed goal, next action, owner, date and reason to scale, revise or stop |
| Risk and handoff record | Open legal, trade, product, delivery, credit or local-market questions; specialist owner; status and decision needed |

## Capabilities

**Commercial methods:** Frame a market research question; compare customer segments and routes to market; evaluate partner fit; develop a defensible commercial case; explain the assumptions behind a recommendation; and coordinate a proposal or launch across functions. Apply sector-specific knowledge to the actual offer and destination rather than treating one country’s rules as universal.

**Observable ways of working:** Ask specific questions, seek contrary evidence, explain trade-offs clearly, build constructive customer and partner relationships, record decisions accurately, and follow through with colleagues who own dependent work. Communicate across languages and cultures with care, using qualified local review where necessary. These are behaviors to assess in work examples, not a universal personality or language test.

**Tool categories:** Use the employer’s approved sources for market and trade data, customer and partner records, commercial analysis, shared documents and content localization. The model does not require a named CRM, spreadsheet product, translation platform or AI tool. Choose tools under the employer’s security, privacy and review rules.

## Experience and level

This is a **manager or lead** model with material responsibility for cross-border opportunity and partner development. Relevant experience may come from international sales, export development, partnerships, market expansion, channel work or another sector-specific commercial route. The employer should set its own level, education, language, technical background and experience criteria for the product and markets involved. This model sets **no universal minimum years, degree, language credential or people-management requirement**. Director or country-head authority is a separate progression level.

## Working relationships

The role may work with prospective customers, distributors, agents, banks, brokers, integrators, public buyers or other partners as the sector requires. Internal counterparts commonly include sales, product, marketing, operations or service delivery, finance and leadership. In transactions that need specialist judgment, involve the employer’s legal, trade-compliance, customs/logistics, tax, privacy, credit or regulated-product owners. The specific organization chart and handoff route belong in the employer’s local job description.

## Decisions, authority and escalation

The manager can investigate options, build relationships, prepare and recommend plans, and coordinate negotiations within the employer’s delegation. This model **does not grant** authority to sign contracts, approve prices or discounts, extend credit, hire staff, classify goods, determine licenses or sanctions status, make customs or tax judgments, or approve regulated claims. These limits must be written by the employer. Escalate a material uncertainty or proposed exception to the designated owner before a quote, contract, launch, shipment or public claim depends on it. A reporting line alone does not establish a formal escalation or approval right.

## Adaptable work rhythm

The work follows a lifecycle: screen opportunities, qualify buyers and partners, compare routes, develop a proposal, obtain the required reviews, launch or pilot, measure results and reconsider. Keep the pipeline and assumptions current at the employer’s agreed reporting interval; arrange partner and cross-functional reviews at decision points; and recheck promptly after a material market or transaction change. The employer should define the actual daily, weekly, monthly and travel expectations. No common periodic schedule was established for every role in the underlying study.

## Adapt this description before recruitment

The employer should fill in these local fields and remove any responsibility that does not fit the actual post:

- **Employee workplace and target destinations:** State where the employee works, which foreign markets or inbound local market the role covers, and any genuine travel or location requirement.
- **Product, sector and buyer:** Name the offer, target customer, relevant partner types, service model and sector-specific controls.
- **Remit and level:** Define the manager or lead scope, reporting line, team or budget responsibility if any, and which decisions the role may recommend or make.
- **Qualifications:** State only the education, experience, technical background and language criteria actually needed; distinguish required from preferred.
- **Approved tools and records:** Name the employer's permitted systems for market evidence, partner records, commercial analysis and localized content.
- **Owners and interfaces:** Identify the commercial sponsor, product/delivery counterparts and the legal, compliance, finance, logistics or other specialists who must review the work.
- **Decision rights and escalation:** Write the price, contract, spending, credit and other approval limits, the named escalation contact and the route for urgent exceptions.
- **Success and review:** Define useful outcomes, evidence quality, pilot or partner milestones, the reporting interval and how a scale/hold/stop decision will be made.

### Employer-set cadence

These entries are for the employer to specify. They are **not** frequencies inferred for every international business development role.

| Interval | Local expectation to define |
|---|---|
| Daily, if applicable | Active buyer/partner follow-ups, urgent blockers and customer commitments |
| Weekly, if applicable | Opportunity, partner, launch and specialist-decision review |
| Monthly or another agreed interval | Market assumptions, pipeline, partner contribution and resource review |
| Event-driven | Recheck after a material policy, cost, buyer, partner, offer, delivery or control change |

## What a strong contribution looks like

A strong contribution makes the next cross-border decision clearer. The manager can show why a market and partner are worth testing, what would make the offer work locally, how commercial assumptions were checked, which specialists reviewed unresolved issues, and what evidence would justify scaling or stopping. Results must be measured against the employer’s own goals and cannot be inferred from a job title or a broad occupational statistic.
