## Purpose, evidence and scope

This is an evidence-derived operating model for an entry or early-career U.S. grant writer preparing a proposal with program, finance, grants/compliance and authorized submission colleagues. Adapt it to the employer, the live funding opportunity and the applicable instructions. It is a model of work, not an employer policy or a determination of eligibility, cost treatment or submission authority.

The workflow reflects a structured purposive sample of 103 current U.S. grant-writing vacancies, including affirmative mentions of funder research in 66 and submission planning or coordination in 69. Those counts describe the sampled advertisements, not national prevalence. Only two postings explicitly mentioned a weekly cadence and one a monthly cadence; 45 lacked coded cadence detail. The daily, weekly and monthly rhythm below is therefore an adaptable control design, while actual deadlines and reporting cycles come from the funder and employer. This playbook covers prospect identification, fit screening, application planning, coordinated drafting and budget reconciliation, review, authorized submission handoff, and post-decision transfer. It includes a separate budget narrative or justification when the controlling notice or locally assigned package calls for one, and an optional reporting or renewal handoff when the employer assigns that work. It does not grant the writer authority to make representations, approve costs, certify compliance or submit on behalf of an organization.

Start from the current opportunity notice and amendments, funder guidance, application form or portal instructions, employer records, approved organization profile, program evidence, partner commitments and finance-reviewed figures. Record each source's URL or controlled location, owner, date checked, version or effective date, and the question it answers. An AI-generated prospect lead or draft is only a lead until checked against the funder's current primary material and the organization's own facts.

Use only tools approved for the organization and the information being handled. The categories describe where a tool may help; they do not establish adoption, accuracy or permission to use a particular product.

## Trigger-to-close workflow

The numbered stages are ordered. A stage may loop for revision, but an approval or source conflict must be resolved by its owner before the file advances.

1. **Open a prospect record.** Log the funder, program, opportunity link, award purpose, geographic service area, likely deadline, source date and researcher. Separate historical grant data from current opportunity rules. Mark AI or database suggestions as unverified until a primary funder source confirms them.
2. **Screen fit and eligibility for review.** Compare the live notice with the organization's mission, geography, applicant type, program capacity, funding purpose, deadline and known restrictions. List open questions with source quotations or links. Route eligibility or ambiguous instructions to the grants/compliance owner; do not mark them resolved from a writer's inference. Record a go/no-go decision by the designated decision maker before substantial drafting.
3. **Establish the application control sheet.** Capture the controlling notice and amendments, form or portal version, time zone, deadline, internal milestones, page or character limits, attachments, budget period, required collaborators, contacts, owners and review gates. **Adapt locally:** internal due dates, naming convention, storage location, review sequence and authorized submitter. For an affected federal opportunity, check agency-specific instructions and effective dates rather than applying a general federal checklist to every funder.
4. **Build the evidence and program story.** Ask the program lead for a defensible need statement, activities, target population, partner roles, delivery capacity, outputs and outcomes. Use a simple need-to-activity-to-outcome map when it helps explain the proposal, and include a formal logic model only when useful or required by the controlling opportunity. Record claim sources and any unresolved data limitations.
5. **Coordinate the budget and attachments.** For every applicable budget, request finance-owned figures and assumptions, including any match or rate treatment that the opportunity raises. Reconcile amounts, dates, quantities and activities with finance and program owners. Draft a separate budget narrative or justification only when the controlling funder notice or locally assigned package calls for one; link its explanations to the finance-reviewed figures and project plan. Request signed or approved partner documents through the responsible owner. The writer flags discrepancies; finance and authorized officials decide cost and certification questions.
6. **Draft and review the application.** Write to the current funder prompts and evaluation criteria. Keep a requirements-to-response map so reviewers can locate every requested answer and attachment. Invite program review for technical claims, finance review for budget language, grants/compliance review for funder and organizational requirements, and leadership review under local policy. Log each comment, decision and owner; retain a clean approved version and a review trail.
7. **Run the pre-submission gate.** Recheck the live notice, amendments and portal status; confirm required fields, limits, file formats, attachment names, consistency, accessibility where required, approvals and a reasonable submission buffer. Flag any substantive last-minute change for the relevant owner. Prepare a version-locked handoff package with an unresolved-issues statement. The authorized submitter, not the writer by assumption, makes the final representations and completes submission according to local rules.
8. **Capture outcome and transfer ownership.** Obtain the authorized submitter's receipt or confirmation, timestamp and submitted package record. If the portal rejects or the deadline is missed, use the exception route below. After a funder decision, log the notice and route award terms, reporting obligations or feedback to grants, program and finance owners. Record an approved follow-up or renewal action without treating a declined proposal as permission to reuse outdated instructions.

Annual and renewal cycles appear in sampled vacancies, but no single calendar applies across funders. Put the actual cycle and effective date in each opportunity's control sheet.

Escalate early when a requirement conflicts with another source, a partner commitment is unconfirmed, an amount differs across files, source evidence does not support a claim, a deadline cannot be met, or a required approval is unavailable. State the issue, controlling sources, impact, decision needed, owner and latest safe decision time. Keep the item open until the responsible owner records a disposition. Pause release of the affected package while a material issue is unresolved.

## Records, version control and quality

Use the employer-approved repository and access controls. **Adapt locally:** retention period, confidentiality classification, permissions, naming rules, approval format and deletion policy. For each opportunity, retain a prospect record; source and amendment log; go/no-go record; requirements map; deadline plan; draft and review history; finance-approved budget reference; partner and attachment status; final approval; exact submitted version; submission receipt; decision; and post-decision handoff. Keep personally sensitive or confidential material only where employer policy permits.

Label drafts with owner and date; designate one current working version and one released submission version. A late amendment creates a new review point rather than silently replacing approved text. Preserve the source and decision trail behind material figures, claims and rules. Where AI assists with search or wording, record the human check of facts, originality and sensitive-data handling under local policy; never treat model output as a funder rule.

Quality checks should test observable work, not just writing polish:

- Every requested response and attachment maps to the controlling instructions.
- Program, partner, budget and outcome claims agree across files and have named owners.
- Reviewer comments are resolved or explicitly escalated before release.
- The authorized submitter receives the approved package with enough time for system validation.
- A receipt and the exact submitted version can be recovered after submission.

Useful measures include on-time internal handoffs, percentage of applications with a completed requirements map, unresolved material issues at release, avoidable validation failures, budget-to-project discrepancies found before submission, and completeness of post-decision transfer. Where a separate budget narrative is required, check it against the finance-approved figures. **Adapt locally:** definitions, targets and reporting cadence. Funding awarded is an outcome influenced by funder decisions and competition; it is not a standalone measure of writing quality.

For each opportunity, follow the ordered workflow above and log the date, owner, source, outcome and next action at every decision gate. Replace bracketed fields with approved local values. Leave an unresolved field visibly open; do not guess.

## Fictional worked example: Harbor Learning Lab

Harbor Learning Lab is a fictional U.S. nonprofit offering after-school reading support in one county. A fictional private foundation posts an opportunity for local youth literacy projects, with an October 30 deadline. Its fictional notice requests both a project budget and a separate budget justification. The figures and rules below are invented to demonstrate process only; they are not an actual funding notice or allowable-cost determination.

1. **Prospect and fit.** Maya, the grant writer, enters the opportunity in the approved pipeline and links the fictional foundation's current notice. She records that geographic and applicant-type fit appear plausible, while a matching-funds sentence is unclear. The grants lead asks the foundation through the organization's approved contact route and keeps the question open. The program director confirms capacity, and the designated committee records a conditional go decision.
2. **Plan and inputs.** Maya creates a requirements map and an internal calendar with program input due October 8, finance review October 13, leadership review October 20 and authorized submission planned before October 30. The program lead supplies a county needs source, a staffing plan, a partner letter request and two measurable outcomes. Maya marks the partner commitment pending rather than claiming it is confirmed.
3. **Draft and reconciliation.** The grants lead records the foundation's clarification of its fictional match rule. Finance confirms the proposed match amount, source and treatment under that clarification and provides a working $48,000 request: $30,000 staff time, $12,000 learning materials and $6,000 evaluation support. Maya's draft budget justification initially says $8,000 for evaluation. Her cross-file check catches the mismatch; finance confirms $6,000 and the program lead adjusts the activity description. Finance approves the corrected budget version and justification text. Maya updates the requirements map and cites that approved version.
4. **Review and release.** Program staff verify the activities and outcomes, finance confirms its signoff on the budget justification, grants staff check the current notice and attachments, and leadership approves the final package. The partner letter arrives after the first review; Maya records its version and routes the changed attachment for the required local recheck. She hands the version-locked package and open-issues summary, now showing no material open item, to the designated submitter.
5. **Submission and decision handoff.** The designated submitter completes the fictional foundation's process, then returns a timestamped confirmation and copy of the submitted package. Maya files both. Six weeks later, a fictional decline notice arrives with an invitation to seek feedback. Maya transfers the notice to the grants lead and program director; they decide whether to request feedback and whether a future opportunity merits a fresh fit review. No prior instructions are presumed current for that later cycle.

The example shows the writer's contribution: source checks, coordination, traceable drafting, discrepancy detection and controlled handoff. The employer's named owners retain the decisions and approvals.
