**Resource type:** role sop operating playbook
**Evidence geography:** United States
**Evidence scope:** Evidence-derived from a dated purposive study of 100 current U.S. construction estimating vacancies, balanced between 50 general-contractor and 50 specialty-trade postings, plus a separate dated trends review. The sample is not a national hiring-prevalence estimate; adapt scope and authority to the employer.

An estimator's useful output is a traceable recommendation: the current project information, measured quantities, dated cost inputs, scope-matched quotations, unresolved questions and the person who can approve the price. Use this operating playbook to prepare that record consistently. Your employer sets the actual systems, deadlines, rates, review thresholds and signature authority for each project.

This model fits U.S. construction estimating support across general contractors and specialty trades. It is designed for work assigned from written dimensions, specifications, schedules and authorized documents. When a quantity depends on interpreting a graphical plan or model beyond the worker's assigned competence, obtain a qualified review rather than guessing. The [U.S. vacancy study](https://mtfinstitute.com/insights/us-construction-estimating-100-vacancies-2026/) informs the duties and handoffs; the separate [current-changes review](https://mtfinstitute.com/insights/us-construction-estimating-changes-2026/) informs price-date, labor and software-reconciliation checks. Adapt this model to the local bid process.

## Purpose and operating boundary

The procedure begins when a specific opportunity or estimate request is assigned and ends when an authorized reviewer receives a complete recommendation and the accepted estimate basis is handed to the project team. Its purpose is to prevent a correct calculation from becoming a wrong price because it used an obsolete revision, mismatched unit, unpriced scope or expired quotation.

The support estimator may measure assigned work, build and check cost lines, request and compare quotations within approved channels, document assumptions and recommend a next action. The support estimator does not commit a bid, award a subcontract, approve a contingency or change a design requirement unless the employer has expressly delegated that authority. Record the actual approver and delegation in the local project record. Engineering interpretation, unresolved specifications, contract terms, site safety, code requirements, tax treatment and fiscal commitments go to the named responsible person under the employer's process.

## Roles and controlled inputs

| Role | What this model assigns | Boundary to record locally |
| --- | --- | --- |
| Estimating support worker | Maintains the source register; measures assigned scope; builds quantities and costs; logs quotations, exclusions and questions; prepares a review sheet. | Assigned trade/packages, approved tools and rate sources, and the reviewer to receive the work. |
| Lead estimator or estimating manager | Assigns packages and deadlines; resolves estimating method questions; reviews scope, rates, risk and recommendation; obtains any further approval. | Bid-signature, price, contingency and subcontract-award authority under the employer's delegation. |
| Designer or specification author | Answers design-intent, dimension, detail and specification questions through the approved clarification route. | The named contact and binding document or response type. |
| Procurement, suppliers and trade partners | Supply dated prices, availability, scope and commercial qualifications. | Who may solicit or accept offers and how quotations are stored. |
| Project manager and field team | Provide constructability, access, sequence and productivity context; receive the accepted estimating basis after award. | Handoff owner, timing and acknowledgement. |

Start with a controlled **input register**. Each document or input needs a source, version, date, scope and owner; an empty or conflicting field becomes a question, not a guessed fact.

| Input family | Minimum fields to capture |
| --- | --- |
| Bid request and contract package | Opportunity ID, client, due time and timezone, bid form, included work, alternates, submission route and named bid approver. |
| Drawings, dimension schedules, specifications and addenda | Document title/number, revision, issue date, superseded version, affected packages, scale or unit statement, and source of each measured value. |
| Measurement basis | Work breakdown or trade package, net installed quantity, unit, formula, deductions, waste/packaging allowance, purchase quantity and rounding rule. |
| Cost inputs | Dated material and equipment quotations, labor crew/rate/productivity basis, freight or tax treatment when applicable, quote expiry and authorized historical benchmark. |
| Outside offers | Supplier or subcontractor name, exact scope, quantity capacity, inclusions, exclusions, alternates, assumptions, validity, lead time and open clarifications. |
| Local approval rules | Who may set general conditions, corporate overhead and profit, contingency, final price and submission; required review evidence and storage system. |

## Trigger-to-close workflow

Use one record for each assigned estimate. The sequence below describes the work and the evidence handed forward; the employer may name different roles or insert additional reviews.

1. **Accept and bound the request.** Record the invitation, deadline and timezone, delivery method, trade or project packages, intended estimate level and requested output. Confirm the assigned reviewer and the person allowed to submit a price. Ask immediately when the scope or approval route is unclear.
2. **Control the document set.** Register each drawing, schedule, specification, RFI response and addendum. Mark what a later revision supersedes and which measured or priced items it changes. Before calculating, confirm that every contributor is using the same current set; keep the prior version in the audit trail but remove its values from the active takeoff.
3. **Define measurable work.** Split the assigned package into clear cost items with included work, excluded work, location and unit. Record missing dimensions, conflicting notes, design choices or scope boundaries as questions. A specification reference is a prompt to inspect the project-supplied requirement, not permission to invent a standard detail.
4. **Build the quantity takeoff.** Show the source document and revision beside each formula. Record net installed quantities before applying waste, laps, packaging or supplier minimums. Convert units openly and round only at the stated purchase or ordering step. Have another person review a high-value measurement or any quantity derived from a graphical drawing/model that requires specialist interpretation.
5. **Build direct costs by component.** Price material from a dated authorized source and the correctly rounded purchase quantity. Calculate labor from a stated crew, productivity denominator, worker-hours and burdened rate; record site access, shift or sequence assumptions that change hours. Price equipment for the same included scope and period. Keep supplier availability and price expiry visible. Do not use an illustrative example rate as a current project quote.
6. **Keep price layers separate.** Identify trade direct cost, project general conditions, corporate overhead and profit, and contingency as distinct bases. The employer's authorized lead sets the applicable calculation rules and decides who owns each allowance. Check that access, protection, freight, waste, tax and subcontracted work are neither omitted nor counted twice. Mark unpriced work rather than hiding it in a percentage.
7. **Obtain and level outside quotations.** Request pricing through the approved channel and use the controlling document version. Compare each offer against identical scope, units, quantity capacity, schedule and commercial assumptions. Add or isolate a priced exclusion only when a valid comparable amount exists. A lower nominal price is not a recommendation if essential work, material capacity or the quotation's validity is unresolved.
8. **Run the estimate quality review.** Reconcile quantity totals to cost items and bid form lines. Recheck formulas, units, addenda, quote arithmetic, duplicated scope, exclusions, alternates, general-condition boundaries, productivity and contingency rationale. Log each unresolved item with impact, owner and due time. Review any AI-assisted, imported or automated result against its source and a human control total before it enters a price.
9. **Present for authorization.** Deliver one review sheet showing the current documents, quantity schedule, dated cost build-up, normalized quotation comparison, uncertainties and a recommended next action. State which values are proposed and which are approved. The named approver decides whether to seek a clarification, revise the estimate, accept a risk within local policy, select a subcontractor or submit a bid; record the decision and version.
10. **Close and hand off.** Preserve the estimate, source register, quotations, clarifications, exclusions and decision record in the employer's system. For a no-bid, withdrawal or unsuccessful pursuit, record the disposition and its authorized decision, retain unresolved reasons and the estimate trail, and close without a project handoff. After an award, explain the accepted scope, costs and open constraints to the project manager and field team, then obtain acknowledgement. When actual costs or production become available, record a variance with its reason for authorized review rather than silently changing the historical bid basis.

## Decisions, escalation and exceptions

| Signal | Estimating support action | Route and release condition |
| --- | --- | --- |
| New addendum, changed dimension or missing page | Stop using superseded values; identify every affected quantity, quote and cost line. | Lead estimator confirms revised bid basis and whether suppliers must reprice. |
| Scale, symbol, detail, 3D model or specification is unclear | Record the exact document reference and what cannot be measured reliably. | Designer/qualified technical reviewer answers through the authorized RFI or clarification route; do not infer a graphical quantity from text alone. |
| Unquoted material, expired price, missing freight or supplier minimum | Mark the line provisional and request a dated replacement or an approved allowance. | Lead estimator accepts the source and treatment before cost review closes. |
| Crew productivity conflicts with access, sequence or site conditions | Show the hours sensitivity and the missing field condition. | Field lead and estimating manager agree the production basis; do not borrow a rate from an unrelated project. |
| Two bids have different scopes or an unpriced exclusion | Build a scope comparison; request written coverage and identify the decision impact. | Lead estimator approves any normalization and award recommendation. |
| O&P, contingency, tax, contract, code or safety treatment is uncertain | Separate the issue from trade direct cost and state the consequence of each option. | Named commercial, technical or fiscal specialist supplies the rule; authorized approver applies it to the bid. |
| Submission deadline arrives with an unresolved material issue | Escalate before the deadline with an explicit cannot-price or conditional-status note. | Only the employer's authorized signer decides the submission, qualification or withdrawal. |
| Imported/AI-assisted quantity or price conflicts with a source | Keep both outputs, source revisions and the control calculation; do not overwrite the audit trail. | Human reviewer resolves the difference before release. |

## Cadence to adapt locally

Vacancies do not establish one universal daily, weekly or monthly estimator routine. The cadence below is a model for employer adaptation; enter the actual frequency, owner and approved system on each project or team.

| Rhythm | Suggested control when assigned | Local setting to record |
| --- | --- | --- |
| Daily during an active bid | Check new addenda, questions, quote arrivals and expiring prices; update the issue and quantity-change logs; tell the reviewer about deadline risk. | Bid calendar, handoff time, escalation threshold. |
| Weekly across active estimates | Review package coverage, trade outreach, open clarifications, high-value cost lines and upcoming bid reviews with the lead. | Meeting owner, quote coverage measure and review day. |
| Monthly or after completed work | Reconcile selected estimated costs/productivity with permitted actual results and correct the controlled benchmark for future work. | Data owner, access rights, approval of benchmark changes. |
| At each bid lifecycle event | Intake, addendum, quote expiry, price review, submission, award and turnover each trigger the matching workflow step above. | Event notice channel, required receipt and decision owner. |

## Records, quality signals and closeout

The employer may use a spreadsheet, estimating platform or approved document system. Preserve readable names, dates and revision links so another estimator can reconstruct the decision without opening a private chat or guessing a rate.

| Record or measure | What it proves | Practical review question |
| --- | --- | --- |
| Document and addendum register | Active versus superseded sources and affected items. | Can every major quantity be traced to the current version? |
| Takeoff and purchase ledger | Units, formula, deductions, waste, rounded order and check initials. | Are installed and purchased quantities kept separate? |
| Cost-input register | Source, date, currency, scope, rate, availability and expiry. | Could another reviewer reproduce each major price? |
| Quote leveling sheet | Comparable included work, exclusions, alternates and differences. | Does the apparently lower offer cover the same work? |
| RFI/decision log | Question, consequence, owner, response and incorporation date. | Are material unknowns closed or visibly escalated? |
| Review and approval record | Estimate version, reviewer comments, accepted assumptions and signer. | Who authorized the final recommendation and any live commitment? |
| Post-award variance note | Difference between estimated and observed cost or production, with cause. | Is a benchmark correction supported, approved and limited to future work? |

Useful team measures include the share of major quantity lines with a current source reference, open high-impact clarifications at review, valid quotation coverage by trade package, the number of scope differences resolved before sign-off, on-time review completion and post-award cost or productivity variance. These are **local quality signals**, not targets or market statistics. Define the denominator and owner before using any measure to assess a person or team.

## Reusable SOP model

Copy the control structure into the employer's approved system and fill it from actual documents. The table describes the fields a completed local SOP must contain; it is an intentional reusable form, not an invitation to invent missing project facts.

| Control field | Record from the local project | Ready for review when |
| --- | --- | --- |
| Opportunity and accountable people | Opportunity ID, assigned packages, reviewer, designer contact, commercial approver and bid signer. | Every decision has a named owner. |
| Trigger and deadline | Invitation, due time/timezone, milestones and required bid form. | The team agrees which event starts and closes this estimate. |
| Controlled source set | Document IDs, revisions, dates, addenda, prior versions and scope effects. | No active quantity silently uses a superseded source. |
| Quantity basis | Net measurement, formula, units, deductions, waste, purchase rounding and reviewer check. | The measured and purchased values can be recalculated. |
| Cost policy and evidence | Authorized material/rate sources, crew productivity, equipment period, general conditions, O&P and contingency owners. | Direct and other price layers are separate and current. |
| Outside quotes | Package, issuer, date/expiry, covered quantity, inclusions, exclusions, alternate and normalized comparison. | Any price difference has a scope explanation. |
| Exceptions and clarification | Exact source reference, unanswered question, impact, route, response and status. | Unpriced or disputed work is closed or escalated before signature. |
| Review, submission and handoff | Estimate version, QA findings, approver decision, submission receipt, and project-team acknowledgement. | The approved basis survives bid day and award. |

## Worked example

**Fictional example for learning purposes.**

A small outpatient office is adding a straight partition beside a service corridor. The written dimension schedule P1 states 60 ft length by 9 ft height, gypsum board on both faces and one 3 ft by 7 ft door opening. Addendum P2 changes length to **66 ft** and leaves height and opening unchanged. The approved purchase note uses 4 ft by 8 ft boards with **8%** waste, rounded up to whole boards. The assigned board-hanging crew has two workers and a planning rate of **100 net board sq ft per crew-hour**. The burdened rate is **$40 per worker-hour**; boards are **$20 each**, hanging fasteners/accessories **$110**, and scope-specific access equipment **$75**. A separate temporary corridor-protection general condition is **$140**. This example does not price framing, door returns, required fire/insulation details, taping/finishing or painting.

| Controlled item | Calculation or recorded evidence | Review result |
| --- | --- | --- |
| Active source | P2 supersedes P1 only for partition length. | Use 66 ft; keep P1 for audit. |
| Net board area | `(66 ft × 9 ft × 2 faces) − (3 ft × 7 ft × 2 faces)` | **1,146 sq ft** |
| Board purchase basis | `1,146 × 1.08 = 1,237.68 sq ft`; `÷ 32 sq ft/board`, round up. | **39 boards** |
| Crew and worker hours | `1,146 ÷ 100 = 11.46 crew-hours`; `× 2 workers`. | **22.92 worker-hours** |
| Board-hanging labor | `22.92 × $40`. | **$916.80** |
| Partial trade direct cost | `39 × $20 + $110 + $75 + $916.80`. | **$1,881.80** |
| Separate general condition | Temporary corridor protection, project-wide line. | **$140**, outside partial trade direct cost. |

At the bid review on **18 October 2026**, two trade partners have issued written quotations that are still within their stated validity periods. Offer A, dated **15 October 2026** and valid through **22 October 2026**, states **$2,100** against old P1 and a **$150 written adjustment** for P2; it excludes corridor protection. Offer B, dated **16 October 2026** and valid through **23 October 2026**, states **$2,320** against current P2 and includes corridor protection. Both describe board-hanging work and exclude taping/finishing, but their coverage is not yet confirmed as like for like. A **provisional stated-price normalization** adds the separate $140 protection to A: **A: $2,100 + $150 + $140 = $2,390** versus **B: $2,320**, a **$70 stated difference**. The support worker must obtain written confirmation of board supply, opening deductions, waste handling and access equipment for both offers and revise the comparison for any scope gap. Until the lead estimator approves a documented like-for-like comparison, **neither B nor A is recommended for award**. Neither offer prices the omitted finishing and framing work; these stated totals are not a final partition price.

The support worker logs P2 as controlling, records the quantity and partial-cost calculations, verifies both quotation expiry dates, requests written confirmation of both quotations' material/access coverage, and asks the designer for the missing fire/insulation and door-return details through the employer's clarification route. The lead estimator checks scope, hours, the provisional normalization and project protection, then decides whether the quotation comparison is fit for a recommendation. The authorized commercial approver sets corporate overhead and profit, any contingency and final price; only the designated signer submits a live bid. The project manager receives the accepted basis and open constraints only after award.

## Quick review before release

- Current document and addendum versions are named, with superseded values traceable but not active.
- Net installed and purchased quantities have units, formulas, allowances and supplier rounding rules.
- Material, labor and equipment direct costs are separated from general conditions, corporate overhead/profit and contingency.
- Every outside price is dated, valid and compared on the same stated scope; unresolved exclusions stay visible.
- A qualified person owns drawing/design and specialist questions; an authorized person owns bid, contingency and award decisions.
- The approved estimate, quotation evidence, decision record and handoff can be found by the next project team.
